You can go to another page under the module, such as: http://www.ideas-shared.com/is/index.php?module=polls&show=all_polls — and then undo the edit as follows:
- Start builder under whichever page
- Select the "home" layout from the Layout dropdown
- Undo the changes you did that triggered this (and note down what broke it)
- See in a separate tab if the module index page is now visible (if not, continue editing)

There is also a possible general cause for a blank page, which sometimes results from editing a content box with IE7. While usually the module dropdown selector is blank by default, IE7 omits the blank option and just selects the next ("Admin"), which is an invalid option in this context (and removed in the upcoming build).
To fix this, follow the steps listed above, and change the Module switch back to blank in the affected unit that breaks the whole page — using another browser. (The builder tool isn't 100% IE7 guaranteed.)

However, what exactly is it that you wish to do here:
Do you want to 1) limit access to the module and its pages or content boxes, or 2) limit access to content that is posted (such as the individual polls themselves)? The builder tool is good for the first, and for the second you will need to change usergroup module permissions in the Admin CP.
